Well organized and professionally handled. Tabulators were township clerks and poll workers. Jon Dolson, the county clerk, has done recounts before so was very organized and efficient. I observed and asked questions and everyone was friendly and helpful. There were never any attempts to impede my observations.
Observers were allowed to view the proceedings up close, handle the ballots and ask questions. All ballots were hand counted. The process was clearly transparent. All supporting documentation tied to vote totals with no variances noted.
I observed the first day of the recount in Racine County. The Board of Canvass voted unanimously to conduct the recount by Optiscan rather than by hand. I filed an objection on behalf of the campaign, arguing for a hand recount. The objection was recorded in the official minutes.
