I observed for several hours on Sunday. Initially, we encountered a lot of hostility. I came with a group of 7 folks and as soon as the officials saw an influx of Democratic volunteers they made a stink about trying to limit the number of observers allowed in the recount area due to "space constraints". This wasn't challenged and argued vociferously against by the Green and Dem reps. and a compromise of 7 total observers on the floor for each candidate was made. After the initial chaos, counting proceeded (slowly but steadily). I did observe tabulators talking chummily with observers from the Trump campaign but they were much more reticent towards Stein and Clinton observers. I watched one full ward being counted by machine. The particular tabulator I watched was very good about allowing us to see the actual ballots while they were being fed through the machine. The final sticker tape counts were within 1 or 2 of the numbers for the candidates the Green observer and I recorded. I did not witness it but I heard reports that Trump observers touched ballots and that there was talk of continuing the count after observers left.

Note: The totals for Town of Norway seem to be inconsistent with officially reported totals. Even the recount numbers do not coincide with the poll book totals - there appears to be a 100 vote variance in ballots scanned for recount and the poll books.
Sunday was more of a 'practice' day for me. I took some counts and mainly tried to get a feel for how the entire process was proceeding. The Clerk (Wendy) seemed anxious and perhaps may have been getting overwhelmed with the amount of attention everything and everyone of the Tabulators seemed to need.
There were few Stein Observers. There was one Trump Observer. There were several Clinton Observers.
A 'Lead' Stein Observer was frustrated by the inability or refusal of the County Clerk to answer questions regarding the procedures and what had been continual disparities in the recount results and growing problems with reconciling the poll book totals with the recount totals.
I observed discrepancies with the ways various Wards were handling "Remade" ballots.
I am including photos of 5 tally sheets of Certied vote totals and Recount vote totals. These should be City of Racine Wards 1, 2, 3, 4, and 5.

I was not present for City of Port Washington Wards 1,2 and 7 but was told that the paperwork was flawless. The Clerk in Port Washington struck me as the most competent. She's been clerk for 16 years.
Hand Count progressed smoothly.

I was the primary Green Party observer this day in St Croix County. There were a couple of greens and a couple of dems present to observe, and a woman stating she was an attorney for the trump campaign. Last night I heard there had been reports of tampered ballot counting machines. The warranty seals on 4 of the machines were broken. I am attaching a photo of my notes of the last 4 digits on the machines and the status of the seal. I was told that the seals were broken by the manufacturer when they installed modems. They are working on getting an affidavit but it is the weekend. I closely watched those machines and did hand tallies and the machines are working properly. Outagamie County Recount 2016
Each morning clear and concise instructions are given to the workers. Reminders of what they are looking for, the importance of the recount, and questions are answered if there are any. Our county has been working well together, the workers are diligent in catching errors and questioning the canvassers as to how they want to proceed. Even though we have only seen minor issue so far, I am pleased with the dedication of the staff and poll workers from the Outagamie County.
Appleton wards 24 & 25 are logistically split between Outagamie County and Calumet County. While recounting the ballots for those wards last night, 11 ballots were missing. However this morning we received a call from Calumet County telling us an envelope of ballots marked for our county was found in their box … wards 24 & 25. A courier was sent to retrieve them and later in the day wards 24 & 25 were recounted and closed out.
